Job Purpose:
Reed Integration, Inc., an innovative small business
offering technical, management, and training solutions, has an immediate need
for an experienced Flight Data Analyst to support a federal government client.
Work Location: Elizabeth City, NC
Candidates must be US citizen. Employment is contingent upon ability
to successfully pass a detailed background check and be able to obtain and
maintain a DoD security clearance
Key Responsibilities:
The successful candidate will have a minimum
of 36 months of flight crew experience and working knowledge of avionics and
aircraft systems supporting complex government programs. Flight Data Analyst duties
include, but are not limited to:

Analysis Support: The contractor shall perform
safety and/or engineering analyses of USCG aircraft flight data for use by Air
Station Engineering, Maintenance, Safety Offices, and ALC SEHO. These analyses
are utilized to determine the causal factors of an event and will be performed
IAW COMDINST M5100.47 (series), M3710.1 (series) and USCG Aircraft Flight
User’s Process Guide

Extract flight data and perform the necessary
decompression to convert the data to a generic media using USCG MPC, software
manufacturers’ operational manuals and local process and user guides.
·
Validate and disseminate flight data in various
formats, including spreadsheets, graphs and animations.
·
Formulate comprehensive flight data analysis
reports and memorandums for use by the Air Station Safety and Engineering
Offices, ALC, and USCG Headquarters.
·
Assist the Program Manager with preparation of
other reports in direct support of flight data use.
·
Validate flight recorder data and verify the
accuracy of onboard systems using USCG documentation (user guides, MPCs, and
OEM manuals) and comply with applicable signoffs of MPCs and in USCG Electronic
Asset Logbooks.
·
Develop, modify, and validate accident/event
sets for each airframe type to ensure the validity of the flight recorder data
during mishaps and engineering events as directed by the Program Manager and/or
CG-1131. Event sets are asset of parameters used to identity a particular
incident, exceedance or event. Each mishap or engineering event set will be
requested by the Air Station, ALC or USCG Headquarters and the Contractor shall
aid in choosing the applicable parameters.

Serve as a limited technical advisor in the area
of aircraft flight data analysis through familiarity with the analysis software
currently in use in the SEHO and ALC.
·
Provide input, when requested, to the USCG
mishap analysis boards on matters pertaining to aircraft, in reference to VFDR
systems, to applicable technical personnel; deliver presentation for assigned
projects, develop and maintain Measures of Performance (MOP); analyze MOPSs for
trends, which may lead to process improvements and policy development or
change. Also assist in the development and implementation of the FDA program.

Perform regularly scheduled download and
analysis of FDR system data and decompress data for use in analysis software.
Data will be downloaded directly from the aircraft as well as from servers on
the USCG network.
·
Assist with the development of requirements for
hardware and software to successfully recover data for future fleet wide FDA
initiatives.
·
Assist in the evaluation, development, and implementation
of requirements for internal computer network solutions to ensure optimum
system efficiency.
·
Assist ALC Information Systems Division (ISD)
with the implementation, support, maintenance, and operations of the FDA
Program, servers and File Transfer Protocol website.
·
Maintain and ensure that the FDR archive is
organized in a logical system for location and retrieval for eventual trending
usage.
·
Maintain a spreadsheet detailing the pertinent
factors for each FDR download and analysis and provide a monthly report
demonstrating the usage rate, duration of time spent performing analysis and
scope analysis.
·
Assist Flight Data Program Manager as necessary
in the procurement of VFDR/FDA software or supportive systems for FDA and ASAP
programs.
·
Monitor external military and civilian markets
for introduction of new tools and knowledge (software, hardware, policies) for
models, equipment and best practices with potential USCG applicability in
relation to aviation mishaps an FDA using FDR data.
·
Travel on an as needed basis to support USCG
fleet data program requirements.
Qualifications:
·
36 months of flight crew experience
·
Working knowledge of avionics and aircraft
systems
·
Prior aircrew with avionics experience on USCG
aircraft is desired
·
Flight safety background is highly desired
·
Knowledge of rotary and/or fixed wing aircraft
system functions and performance characteristics associated with engine
parameters, flight controls, communications, pitot/static systems, navigation
and global positioning systems.
·
Knowledge of rotary and/or fixed wing aircraft
aerodynamics, flight maneuver characteristics and major components associated
with each aircraft.
·
Knowledge of utilizing flight data extraction,
decompression, analysis, and animation software similar to USCG VFDR systems
(L-3 ROSE, Honeywell, ADRAS-32, GE WNDRT, WNVOICE and IGS, Insight Suite,
Teledyne TDRSII)
·
Ability to utilize flight data to identify
aircraft discrepancies and assist air station personnel in locating the
associated faults.
·
Ability to organize large volumes of complex
flight data information and display the information in logical formats, which
demonstrate inter-relationships.
·
Identify recurring events and locate and
common/recurring practices that contribute to the event.
·
Training in the use of Insight/FAS software
through OEM’s five (5) day course or equivalent level of training within six
(6) months of hire. This training will be incurred by the contractor.
·
Ability to create, modify, and interpret FDA
aircraft event sets.
·
Physical requirements include the use of ladders
(on aircraft) in hot and cold environments in order to access all USCG aircraft
voice and flight data recorders and data storage units without requiring
assistance.
·
Must have the ability to use hand tools and
operate power tools as needed to extract flight data from USCG aircraft.
·
Ability to communicate in orally and in writing
and to express complex matters in terms easily understood by an audience not
familiar with the topic.
·
Ability to maintain good working relationships, including
sensitivity to foreign cultures.
·
Knowledge of policies, instructions, rules,
regulations, and law effecting aircraft mishap investigations and the handling
of data and information from such investigations.
·
Background and coursework in data analysis,
computer sciences and/or statistics.
·
Knowledge of database programming and C++, SQL
server maintenance.
·
Knowledge in networking computers on small and
large scales.
·
Ability to network individual computers as well
as networking databases.
·
Knowledge of common operating systems (Linux,
Microsoft Window, MS-DOS).
·
